Lost returned package with using an eBay return label

How do I contact eBay by phone about a problem with a return that got lost in the mail ?

@tsmithumt   The seller is still responsible for refunding you even if the item is lost.  

It is the sellers responsibility to provide an insured shipping label if they wish to be protected against items lost or damaged in return shipment.   eBay return labels are not insured and the seller asumes the risk.  

If I was the seller I would file a lost mail search on the item with the postal service.
