Lost item Global Shipping Program?

Hi ebay community,

I sold an item through the global shipping program over two months ago, and it still hasn't been delivered to Canada.

USPS shows it was delivered to Erlander, KY to the Global Shipping Program address.  Since USPS shows it delivered, they said it's out of their hands.

eBay says they're looking into it, said they'd give me more details but haven't (it's been 10 days). Said they'd find the item, but haven't.  I'm going on over two months here, and would like to at least refund (or have eBay refund) the seller, but eBay keeps leading me on that they'll find it.

Any idea what to do next?
