Keep getting error when setting up shipping rate table

I'm trying to update my shipping rate tables to qualify for the guaranteed shipping. I fill them out and when I go to update the policy i keep getting this error: The shipping rate table was not found for this site. A shipping rate table must be configured on the eBay website before it can be applied to a listing.
No idea what it means, any suggestions?
