Items delivery says trouble w/ address, then they quit! Paid Sept 24. Now have Til Nov24.

this is rediculous. I get ripped off once again buying from a rip off artist, but why does ebay make it impossible to contact ebay customer service to get my money back guarantee, which has now been dated for Nov 24 for last date, so I cant even open case until then. I paid on Sept.. the seller must have not addressed the package right because it said that trouble with address !and they were sent back.  Now I see a date of Nov 24 before Ican resolve this.

I have the screenshots stating the items were returned , another one saying trouble with address but on ebay it says Delivered. 

All things done with post office, but Seller wont return my emails and has quit. Now since before they quit they put Nov 24 for date estimate to receive. So ebay is holding me up from even contacting them until the Nov 24 date.
