First thing you must do is contact your seller. If you get no response or the seller is not willing to help you and If the estimated delivery date has passed and you still within your 30 days for buyer protection then go to the bottom of this page and click on the resolution center. Follow the instruction for item not received.
If the 30 days have passed then go to Paypal and file a claim there , you have 180 days
When you open a case do not close the case no matter what the seller says until your item or your refund is in your hands once a case is closed it can not be reopened and you can be out of your money or merchandise
seller does not have to give the buyer tracking - granted they should
seller does not have to tell the buyer when something shipped - granted they should
seller does not have to answer messages - granted they should
but by eBay policy they do not have to
go by the date in your PURCHASE HISTORY page
the last estimated day listed (plus a couple days for bad weather and such) and your item should arrive - if it does not arrive by then go to the bottom of most eBay pages and click on Resolution Center and follow the prompts
