eBay does not have a way to handle the repayment, so if you want to keep the item, you and the seller can agree on a payment method. he can send you a PayPal invoice, or you can send him the money with Venmo zelle or a paper check. Or you can ask him to set up an item called refund repayment for you to purchase.
