Issuing a refund has changed

I often rebuild and sell motorcycle starters. I often take the customers old starter in trade. When we all used PayPal, if I issued a $40 refund,  $36 was from my account $2 was from eBay fees, and $2 came from sales tax (rounded numbers of course)

 

But now when I issue a $40 refund, It all comes from my account. Is there a way for me to do it where some of the money comes from eBay fees, and some from sales tax? Every penny counts as I'm sure you understand.

With managed payments, if you issue a $40 refund, eBay adds the tax and sends your buyer $42. 

 

eBay does not refund fees on partial refunds - even paypal has stopped refunding fees on any refund. It was the paypal fees you received the refund on in the past - eBay never refunded fees on partial refunds.
