Issues with payment - Destination not included althou stated differently

Dear team,

 

I would like to ask your input on a specific case, please.

This summer I was following an item and was reassured by the seller that he would ship to Europe. Shipping cost 6CAD. When I won the auction I was asking him multiple times over the timeframe of a week to update the invoice as the shipping cast was not mentioned. Resulting in me not being able to transfer the funds. At the end, Ebay canceled my order and I got a remark for being a bad payer. Althou I was not able to pay the invoice.

 

Last week, the same item/ seller popped up again. I started to follow the item. The user made a discounted price and in the item description it was now clearly stated Free shipping worldwide, Europe included.

 

I accepted the offer, but can not pay the invoice as now the user states that he does not ship to Belgium.

Which next step(s) can I take in this case, please?

I really would like to receive the item.

Sorry to hear that you have encountered such a lousy seller, twice.

 

At the end, Ebay canceled my order and I got a remark for being a bad payer. Althou I was not able to pay the invoice.

If you receive another non-payment strike for this second purchase, you will be blocked from bidding on (or making offers on) the listings from many sellers.

Since the listings stated that the seller would ship to you in Europe & you have communication from the seller stating such with a price quote, you have grounds to appeal those non-payment strikes.
