Issue with a Seller

In Dec.2016 I won 20 items from one seller.When I went to pay for the items  the seller's only method of payment was to pay with cash I had in my Paypal account and I was not able to use my debit card which is my usual method of payment. I paid for the 20 items and a few days later noticed the seller had refused my payment and refunded my money. I sent an email asking why ...no reply. On Jan. 7th 2017 the seller opened 20 cases against me for un-paid items. On Jan. 8th I re-paid for all 20 items only this time I was able to use my debit card to complete the transaction. I have tried to contact the seller and have spoken with ebay and Paypal.I think the seller was accepting cash only payments through Paypal because it gave him the ability to accept or deny the payment if he didn't get the money he wanted for the items.I am still trying to get the seller to accept the payments I re-sent so we can move on with this.All 20 cases are still open and I plan to appeal.
