Is there an escalation procedure for eBay to get upper management involved?

I have an issue with eBay and they will not refund me money back on a fedex dispute issue even though I sent them an email from fedex that they refunded eBay back the difference.  eBay refuses to give back the refund or give me an answer back so I need to escalate this to upper management. Anyway to do this?  Been going on for 5 months.
