After learning from buyer (that’s me) the seller agreed to do a partial refund, saying “If you need a partial refund I can issue it.” After 2.5 weeks of seller’s silence and my patiently waiting, seller said that I, the buyer, had to initiate a refund request. I firmly believe that this is incorrect and that the seller must initiate such. Seller bitcof-0 has not processed any refund or offered any resolution.

The normal procedure is that the buyer requests a return and that the seller offers some money to compensate a complaint, so that the buyer after receiving the refund can close the request.
