How can a problem with your credit card prevent the buyer from paying?  They make the payment on eBay and it goes to your PayPal account.  If you don't accept the payment that's bad on your part.  You need to fix the problem instead of cancelling the transaction.  You get your fee back but you'll earn a defect unless the buyer specifically requested to cancel the transaction.
