International shipping - combining multiple items in one package?

I am a seller from the U.S. and typically use the Global Shipping program for international shipments.   I just sold 4 issues of a magazine to a buyer in Germany.  I am happy to combine shipping for these items but just found out I cannot send an invoice to a buyer as the Global Shipping program takes care of it automatically...! 

I"m wondering if the buyer in Germany will be presented with combined shipping options by eBay?   Or if he will be forced to pay shipping for each invidivual item?   

I have more issues of magazine to sell, so I want to be sure to give buyers the best option for shipping, combining orders, etc.    Maybe it's better in this case to opt of the Global Shipping program?  

Would appreciate the community's perspective on this.
