International shipping and duty applied by Ebay

Hi I have tried in vein to contact Ebay about this. Does anyone know the contact email or link for Ebays Global shipping area? their own chat help couldnt find it, only a phone number for US HQ which is an expensive international call for me.  Ebay apparently have a Global shipping program which is fine however they levy excessive postal rates and to add insult to injury they also levy Import Duties which are NOT applicable to the import of Toys/hobby  gear to Australia (ie Duty is zero) they are clearly just making up these figures. This together with the Ebay/paypal exchange rate rort makes it very expensive to buy from International sellers. The item in question is a small, light weight package that costs $16 US Ebay's shipping and duty is $40+++
