International cancelled purchase refund

hello: purchased an item out of Russia about 2 weeks ago for $3800.00 and seller cancelled sale due to some listing error that made him pay some outrageous ebay fees and I still haven't received a refund. Ebay notes say that cancellation is pending. not sure what that means. gives me an option to send back item which I never got or say that I didn't pay, which I did. I feel kinda lost in the shuffle here. where do I go from here??  thanks
