Insertion Fees Even When A Paid Subscriber

I've been a yearly paid subscriber to eBay at the first level $20 a mo. rate which qualifies a seller for 250 free listings. Lately, whenever I end items in order to be able to upload new ones and stay under the 250 limit I get insertion fees. I've dropped my listings down to below 210 even and am still getting insertion fees on new listings. Anyone know how to troubleshoot this? I've tried calling ebay numerous times only for the line to drop out. Thanks.
