Ideas on setting minimum order requirements on international shipping?

I am having problems with international buyers purchasing single small.. $5 and $6 items.  With the ebay fees charged on shipping, selling fees plus the paypal transaction fees and currency conversion, this is almost non profit.  The solution would be for ebay to have the option to set minimum order requirements for international orders but contacting that department is next to impossible.  Why have they not thought of this?  Any ideas?
