In most cases, the seller should give the refund, but in this case, the reason my buyer wants a refund is because the item is so late and has not arrived for some reason yet, so not my fault right?, so the package has left me so I deserve the money, but the package has not come to the buyer and probably won't (the last shipping update was 15+ days ago) so the buyer deserves his money back, I believe eBay or USPS should give him the money, how can eBay give my buyer the money back, I deserve my money, but so does the buyer.
