I suspect international seller of fake bids in order to jack up prices, how to investigate?

I believe an international seller, India, is creating fake bids in order to start at a low, $.01 opening to attract buyers, than has "private buyer" setting bids higher.  How do you investigate this as I am unable to purchase any of the listing unless I pay over the assumed private buyer? Scamming customers into paying much more in order to win a listing.  I cannot believe there is a buyer for every sing lising with a high cap on each, hard to believe a buyer purchases every item in this sellers inventory!!!!!
