I'm being charged $90 for something I never signed up for! **bleep**

I just got a notice from invoice for final value fees or something  e-bay telling me my sellers fee was $90 - I just got ripped off by a customer on a thousand dollar laptop scammed in the 8 McCullough Rd New Castle, DE and they've known abouit it for years but do nothing when a seller gets scammed, TWICE and they did nothing about it.  I never signed up for anything .  I sold a laptop and e-bay and got scammed and now they want more money from me for . There's no one to call or submit stuff to - I sent them a bunch of confirmations and they've got the ml.l.  

E Bay seems like a very insecure site if it's that easy to scam on.I don't know what to do abouit this, is this in the fine print that gets buried?
