Now it says delivered to me. I need to create a new invoice and shipping costs. Buyer paid for item and shipping the first time. Buyer wants to reimburse for 2nd shipping cost.

This can't be accommodated within eBay. The buyer can pay for a shipping label through PayPal or some other means and then you can reship the returned item.
