I had a card listed. Buyer sent me an offer, I accepted it. Buyer never paid, never responded to messages.  

I had the card held while i waited for them to pay and missed out on the sale of the card because of the 4 day waiting period.  

How do I leave negative feedback or report this person?

Buyers cannot receive any negative or neutral feedback nor can a seller leave less than positive comment in a positive feedback.

When you cancel the listing using the "Buyer has not paid" reason the buyer receives an Unpaid Item strike on their account.  If they receive two strikes in a year smart sellers will have their buyer requirements set to block these users automatically.
