I can't add additional store categories, it's been over a week

I was editing my store categories and it was processing and that's been over a week ago.  I still can't add any new categories. I can edit a current category, change the name. But can't add any new categories. I have 21 categories. This happened a few months ago also. 

"You cannot add categories until we've completed your previous request."

Any help would be appreciated, thank you
