How to send new invoice

I sold an item but buyer had remorse and  couldn't pay shipping.

We agreed on him paying the item not the shipping, then I donate the item paid to a library.  

invoice went out through global shipping. (Buyer in Canada)

Is there a way to send new invoice. 

I called ebay and they said I have to relist item without shipping then make buyer bid for item. It sounds retarded to make a buyer bid on an item they don't want to pay for on b the first place.
