How to make a Second Chance Offer

I am on a iMac Pro. Trying to make a Second Chance Offer on one of my auction items. Cannot figure out how to do that. This is what eBay says... but when I go to "My eBay > Selling> Item listing" there is no Second Chance Offer. What am I doing wrong?

If none of the under bidders have opted into receiving a Second Chance Offer, they will not be listed.
