I recently sold a housewares item and when I went to pack it up found that it had been repaired. I contacted the buyer and provided her with pictures showing the repair and offered to give her a partial refund if she was still interested in the item. Now I am not sure how to do that. I used to be able to get the emails of the buyers from the paypal details but they no longer do that(probably because people were using it to do outside sales). Anyway, not sure how to proceed and give her the partial refund.
Use the REFUND button on the PayPal payment transaction page.
