How to combine shipping charges - while awaiting payment

I did not have combined shipping selected before selling two items to the same person. I followed the help center instructions and selected both items under "Awaiting payment", but the "send invoice" button does not respond. Is this a computer problem or am I pushing the wrong button?

Just select one item then select send invoice.  It will then ask if you wish to combine these items.

Also if you'd like your buyers to be able to request an invoice from their shopping cart then set up your account to offer combined payments.

For future listings:  

My Ebay> Account> Site Preferences > Shipping Preferences> Offer Combined Payments and Shipping choose YES.
