How do you report a person for using a pic off the internet as their own item?

Guy or gal selling a Sega Nomad handheld gaming device here on Ebay. They have no pics of the screen on so I emailed asking for pics of the screen on to see if its good without any lines or anything. The seller replied back with an image saying screen is great, no issues at all. 

Trusty google image search of his/her image shows its been used on at least 5-6 other sites as far back as 2005.

Pretty interesting no pics in their auction with the screen on and then when asked, they grab an image off the net and try to pass it off as their device.

eBay doesn't have the time or staff to police this type of issue.  Anyone who purchases the item will be able to file a dispute if the item doesn't match the photos or description in the listing.
