How do you create an ebay invoice from scratch?

I have an international Customer who want's an invoice for some of my items. 

  As you may know, the shopping cart option where he is to request total just barely works.

  It work about 1/2 the time. The rest I fix.

  But this guy just want's a clean invoice with a solid shipping cost.

  I understand completely.

  If I invoice out of PayPal, then I am in violation.

  Ebay customer service is poor at best on anything that requires thought.

  I have been on hold for 15 minutes in search of intelligence...
