How do I print a return label?

A customer wants to return an item.  I need to send them a shipping label. The instructions ebay provided are as follows:

You can purchase a return shipping label through eBay and send it to your buyer. They can then print the label and use it to send the item back to you. Here's how to send an eBay shipping label from the View return details section:

1. Select Send an eBay shipping label.
2. Confirm your return address on the label.

But when I go to the "View return details section" there is no option to "Send an eBay shipping label".  The only options are "Upload your own label", "Confirm you already sent a label" or "Confirm you can't send a label". What do I do?
