How can I reply to a post in this forum?

Can anyone please tell me how I can reply to a post in this forum?? I see that other people would like to know how to cross promote as well. Someone provided a link, but it doesn't say anything about how to cross promote.

In order to post on this board (except to threads that you have started yourself), you must be signed up with eBay as a "Community expert".  At the top of the board, it says:
