How can I list an item as pre-owned instead of used?

I notice that some are able to list their item as pre-owned and when I try to do this, it only allows used or new as an option.

It  depends on the category.  Some categories use the nomenclature pre-owned (like Clothes) and some categories use the nomenclature used (like Health & Beauty).  See other examples at https://www.ebay.com/help/selling/listings/creating-managing-listings/item-conditions-category?id=47...
