Hope I did not get screwed

I purchased a Step Up/Step Down 110-220V.  
After I purchased it I noticed that by checking in the ebay system that the description had been changed to read Voltage only, and then changed back to the original description.  I sent a message to the seller asking if it would run a 220v sowing machine, I have an older transformer that is a safety hazard and wanted to replace it.  Listed below is the off the wall answer I got from the vendor.  listed below is the answer I got.  

They want to know will I take a $5.00 refund and I have not even received the item.  I feel like I have been scammed.
