Have a return to China not sure how to format address sent to me

The other day I was informed a seller wasn't going to provide a return shipping label to me for a return, The address that was sent to me is below and wanted to use Paypay/shipnow to ship and want to make sure the format is correct and have had very long wait periods before the seller replies to any questions of mine.

sanhe 河北省 065201

from translate I surmise the characters is Hebei province and Sanhe is a city but concerned about how to accurately format the street address, as it is approx $30 USD to ship and don't want to waste time or money.
