Guaranteed delivery??

My guaranteed delivery date was May 7th and it is not here yet and won't be for 2 more days but it won't let me open a case for delivery charges like it said you can get e refund for delivery charges if it is not delivered by the guaranteed date??

 It was originally supposed to be the 4th then they changed it  to the 7th and it didn't come. So how do I get my delivery charges returned??
