Guaranteed delivery

I'm so exhausted with this pathetic process. It's been one thing after the next. 

Now, months into it, I looked at my active listings, and out of over 2100 listings, only about 50 show guaranteed delivery. At least 80 percent of my listings should qualify. Rules say you have to use a rate table, but some listings on no rate table show guaranteed, while most on rate tables don't. I can't find any pattern.
