Global shipping program, MEXICO issues

Hello. Looks like some sellers have a problem with the Global Shipping Program, particularly on shipping to Mexico.

Typically, a seller could ship to were automatically is set by eBay, but for some reason, Mexico is not listed, therefore they can not ship over to Mexico.  In other words, sellers can no ship over to mexico, becuase the country is not listed as an optional country, but the weird part is that Mexico is listed in the Global shipping Program info page (http://pages.ebay.com/seller-center/shipping/global-shipping.html#tab=eligible-countries)

Any idea on how to fix this or where to send an email?
