Global Shipping Program & Cosmetics

I had a buyer in an international country who "won" my fixed price listing. I did not have any internation shipping listed at all. I didn't even have the "Ship internationally via our Global Shipping Program" checked. I am willing to try and send it via the GSP but I have never used this program before. How does it work? Do I need to re-list the item and check the "Ship through our GSP" to offer this option to the international buyer? Or is there a way to go throughthe GSP even though I didn't initially select it when listing the item?

ALSO! What I was selling in this listing is COSMETICS. It's powder eyeshadow & blush (neither of which are a loose powder), lipliner and lipgloss. There is NO PERFUME OR NAILPOLISH in this lot I am selling. Can I ship the cosmetics I listed via GSP?

Under Prohibited Items it lists:

• Cosmetics (including perfume)

 However under the Restricted Categories the only Health & Beauty category mentioned is:

• Health & Beauty > Fragrances

Health & Beauty > Makeup isn't listed and that's the category that Cosmetics falls under. Also, when the listing was ACTIVE it was listed under the "Global Shipping Program"  under active selling. 

So that is really confusing and why I am here questioning it.  Are cosmetics prohibited from the GSP or not?
