Fraud Seller from CHINA using 163.com domain

I am reporting fraud seller from China who uses 163.com domain.  This fraud creates single account with 163.com alias email addresses responds to the buyer directly (not using eBay message board) the shipment would take over 30 days as:

Subject: We have shipping your products :

 

Hi, friends,

I have for your shipping products,

I believe the product will bring pleasure.

And I promise you will receive it in 25-35 days,

You know the product is very cheap to sell you.

So we can not provide tracking numbers.

But do not worry about any problems.

We can contact the post office at any time to contact the current arrival position and tell you.

Make sure you will be happy to use.

The item never arrives, by the time to create disputes but both eBay and PAYPAL claim option expires.  I urge eBay to block this fraud with 163.com domain who is located in “西藏自治区, China”.
