First Class Mail to Australia no longer available through eBay shipping labels?

What's up with First Class Mail International shipping labels through the ebay shipping label system?  It allows me to put in the weight, then gives me a price minus

my Ebay Discount but then doesn't allow me to purchase and print the label?

Is this something that our wonderful USPS eliminated?  They raise the rates again and again and again.  They even eliminated the small discount you got when you printed your labels through Click N' Ship.  So online rates are the same as over the counter retail rates.

Just another way for the Federal Government to make it hard on small businesses!
