Final Value Fees Shipping

I'm aware of what it is, does anybody know the justification for charging a fee for something they don't do?

The excuse is, it keeps sellers from putting high shipping (no fees) and low item price (fees).

For example a $1 item with $100 shipping.  Seller originally only paid fees on Item. 

Of course we all know there are better more fair ways to do it, but that wouldn't make money for ebay.
