Final Value Fees Not Credited For Transaction That Was Canceled

I never got my fees back after canceling transactions when the buyer has not paid, and they don't respond. I feel like I'm being ripped off, and should not even be charged fees if the person has not paid anything in the first place. Can this still be fixed every time I call customer service they say it deducts when the cycle changes but the charges are always still on there the same amount. I'm unemployed with a disabled child, and I don't have money to pay extra fees for something I did not sell. If we can't receive fees from canceled transaction than don't have that option on there.
