Fees charged to sellers for taxes collected by eBay

I notice that PayPal is now charging sellers 2.9% on state taxes collected from buyers by including the taxes in the transaction amount. They have told me this is a "partner commission" with eBay and that they are allowed to include this as part of their fee even though I never receive that money. Are other sellers experiencing this.
