  Has anyone, besides me, received EMAIL telling you to provide feedback on items you haven't received yet.  Since when do they do that?  Kind of jumping the gun don't you think.

Those are automated messages. There is no way eBay knows if you have received your item yet or not. Not all sellers upload tracking.
