Why am I not allowed to change my feedback from private to public?  i've tried and get the following message:- "You are unable to change your comments visibility because you have active listings."

Any suggestions greatly appreciated. Thank you.

Hi @Anonymous  Sellers are not allowed to make their feedback private.

You said that backwards.  It's already public right now.  You can't change it to private because you have items listed for sale.  That's eBay's rule, you can see it here:  https://www.ebay.com/help/account/changing-account-settings/feedback-profiles?id=4204

Hi @Anonymous   Are you trying to make the feedback for your listings private?  That you can do, so that your already identity protected buyers will be even more identity protected.  Some sellers in special categories make their listings private, because even with the regular identity protection, some members are able to figure out who bought what.  See link below.  Good luck!
