The seller I bought something from back on April 4th never provided me an expected delivery date. Once 12 days had passed from the date of purchase, I still have no delivery date and the item hasn’t been shipped yet. I have sent a message to the “contact seller“ option and the seller still hasn’t responded. At what point do I take further action?

Go ahead and open an "item not received" request:
> Get help with an item that hasn't arrived
If the seller hasn't responded after you open a request (or hasn't provided a resolution after 3 business days), you can Ask eBay to step in. You have up to 21 business days from when you opened the original request:
