Error Code 70164

I was wondering if anyone could answer a question for me.  I was attempting to pay for an item that I won through eBay.  When I clicked on the "Pay Now" button, I got an error code of 70164 that indicated "The Sellers can't accept payments right now."  What does this mean?

From the research I've done on my end it seems to point to the seller having an issue with their Paypal account. As for remeding it, I would try contacting the seller informing them of the issue and using the more options drop down to request a total amount invoice to see if that works as a workaround. As for my personal experience with this error I haven't had any luck on my end reaching the seller,as a last resort you may have to contact Ebay to try and have them to release you from the purchase due to lack of communication and/or the error itself.
