Ebay buyers canceling and not paying

Alright I been selling on Ebay for a long while. Anyways on a large scale and some items I sell go around 10-20 bucks so that being said most buyers aren't responsible with there money. I weekly sell 50+ items a week and every week I get 1 or 2 unpaid if not more. Or people wanting to cancel after they win a bid. I feel Ebay should charge a % of the final cost and  for both unpaid buyers and I winner wants to cancel and that % the seller gets. It's such a huge waste of time for sellers. In a years time that such a large of amount of time wasted. If buyers had to % of the items sell cost they would think twice before bidding. I feel it's a good way to prevent this. And too the items I deal with people just win the item and try to win the same item from a other seller.
