Ebay accepting returns without asking?

Why did Ebay approve a request for a return without asking me, when the buyer clearly stated that their mother ordered it by mistake.  Any other time they ask me - I say "yes" and they send the buyer a label.  This time, I have no idea except that they tell me that they mailed it and their is no tracking number and I haven't received it yet.....Why do they keep changing the way that they do things.  R*Jingle
