Ebay Bucks

Is anyone else having issue with Ebay Bucks? I keep earning certificates but when I got to checkout, the box to apply them doesn't show up and it doesn't allow me to manually access the certificates. I know they are only valid for 30 days after earning them. (BTW I think that stinks that they have such a short expiration on them...)
